StepDetail

Roll for cardsSpend Perk Points to roll; spending more per roll raises the odds of higher-rarity cards.
Temporarily upgradePerk Points can raise a card's level for a set number of matches.
Build decksAssemble owned cards into Perk Decks and equip a deck to each Civilian loadout.
In-match rollCards from the equipped deck are rolled randomly during the match, so no two matches use the same set.

Progression questions

How do Perk Cards work in Halloween: The Game?

Finish matches to earn Perk Points, spend them to roll cards (spend more per roll for better odds of rare cards), optionally pay to raise a card’s level for a set number of matches, then build decks and equip one per Civilian loadout. During a match the game rolls from your deck.

Does Michael use Perk Cards?

No. Perk Decks are a Civilian system. Michael progresses through Killer Level and Weapon Level, which unlock abilities, executions, skins and tints.

Is there a level cap?

There is a maximum in each track, because prestige is described as available "upon reaching the max progression level", but the number has not been published.

Is there an in-game currency or microtransactions?

Perk Points are the earnable currency IllFonic describes. No store or premium currency has been announced.
